County Demonstration Project

Chapter 58 of the Laws of 2005 authorized the creation of the County Demonstration Project. It was created to further New York State's efforts to combat fraud and abuse in the Medicaid program by allowing authorized local districts to act as agents of the Office of the Medicaid Inspector General (OMIG), thus assisting OMIG in assessing provider Medicaid program integrity.

To date, 11 counties and the five boroughs of the City of New York are actively engaged in conducting reviews.

During FFY 2012-13, OMIG anticipates the following improvements to the County Demonstration program:

  • Grow the number of participating partners to enhance the overall percentage of Medicaid program covered by the Demonstration;
  • Fully integrate County Demonstration Program work into OMIG's business line teams for various provider types—e.g., transportation, pharmacy, home health care; and
  • Collaborate with counties to create and expand on innovative ideas and concepts on combating fraud, waste, and abuse.
