Vendor Responsibility


Procurement laws and guidelines require the award of state contracts to responsible vendors. Vendor responsibility generally means that a vendor has the integrity to justify the award of public dollars and the capacity to fully perform the requirements of the contract. It is a contracting agency's responsibility to evaluate the responsibility of a prospective contractor.

OSC VendRep System

The VendRep System allows business entities (vendors) to enter and maintain their Vendor Responsibility Questionnaire information in a secure, centralized database.

  • A vendor must have a standard web browser and an email account to use the System.
  • A vendor must begin the online enrollment process, which requires the vendor to provide its Taxpayer Identification Number and Legal Business Name. View the VendRep System Checklist for details.
  • To complete enrollment, a vendor will be prompted during the online process to submit a notarized Account Authorization Form to the Office of the State Comptroller (OSC).
  • Welcome Package – An overview of the VendRep System and what is needed to get started.
  • Vendors have immediate online access to their New York State contract data once they have enrolled in the VendRep System.

System Specifics

Vendor Responsibility Questionnaires

The New York State Vendor Responsibility Questionnaires were designed for use by State contracting agencies to obtain necessary disclosures from prospective vendors. There are four versions of the standardized questionnaire, which mirror the versions available online through the VendRep System. Select the questionnaire which best matches the business type (either For-Profit or Not-for-Profit) and business activity (Construction or Other). When the form is completed, it should be sent to the requesting State contracting entity; it should not be sent to the Office of the State Comptroller (OSC) unless it is specifically requested.
